Neither Washington nor Moscow has publicly explained the purpose of the visit. John Foreman, a former British military attaché in Moscow, told BBC Radio 4's PM programme that the Americans "don't normally send such a high ranking official to Moscow unannounced at short notice unless something is up", suggesting the talks could focus on "escalation management" amid speculation that recent drone activity in Germany may be linked to Russia.
According to the BBC, the trip could also concern US detainees held in Russia. Ratcliffe was involved in negotiations for the release of Russian-American citizen Ksenia Karelina, and the CIA took part in the 2024 prisoner swap that freed Wall Street Journal reporter Evan Gershkovich, former US marine Paul Whelan and journalist Alsu Kurmasheva.
The visit comes at a delicate moment in the war in Ukraine. According to the BBC, President Donald Trump met Russian President Vladimir Putin at a summit in Alaska last year, but the meeting produced no breakthrough and subsequent US-led peace talks appear to have stalled. Relations between Washington and Moscow have been strained since Russia's full-scale invasion of Ukraine in 2022, which left Russia isolated internationally and under sweeping economic sanctions.
Ratcliffe appears to be one of the highest-ranking US officials to set foot in Russia during Trump's second term, underscoring the unusual nature of a visit conducted without public announcement by either government.
